Medicaid programs offered by states that have been authorized by the Secretary of the U.S. Department of Health and Human Services (HHS) to waive certain Medicaid statutory requirements giving them more flexibility in Medicaid program operation. The Developmental Disabilities Supports Division (DDSD) Intake and Eligibility Bureau (IEB) is comprised of the Central Registry and the Pre-Admission Screening and Resident Review (PASRR) units. Once an individual have been determined to match the criteria for the DD Waivers (DD Waiver or Mi Via), their name will be added to the Central Registry wait list. The individual will be offered services through the DD Waiver based on their registration date when there is funding available. While on the wait list, the individual may be eligible for other services, including State General Funds (SGF), Centennial Care Community Benefits, and other community resources.

New Mexico’s new Supports Waiver (SW) is a Home and Community Based Services (HCBS) waiver that is an option for individuals who are on the Developmental Disabilities (DD) Waiver Wait List. Supports Waiver services are intended to complement unpaid supports that are provided to individuals by family and others. A Supports Waiver participant will have the choice to access Support Waiver services through Agency Based Services or a Participant Directed Services. Services include assistive technology, behavior support consultation, customized community supports, employment supports, EMOD, personal care, non-medical transportation, respite, and vehicle modifications.

Mi Via is designed to assist an individual in managing their own services and supports to live their best life. Mi Via is about choosing self-direction over their home and community-based services, support, and goods within the approved plan and budget. The Mi Via Waiver program provides an array of living supports, community membership supports, health and wellness supports and other related supports and goods. Services include Consultant/Support guide services, personal plan facilitation, community membership supports, living supports, health and wellness services, other related goods and supports, and services for children.

The Medically Fragile Waiver Program is a Home and Community Based Medicaid Waiver. The program is designed to serve children and adults with case management, home health care, respite care, private duty nursing, physical, occupational and speech therapies, behavior support consultation, nutritional counseling and specialized medical equipment and supplies. The Medically Fragile Waiver program is intended for individuals who have been determined to have both a medically fragile condition and a developmental disability to live in their homes.

New Mexico’s traditional DD Waiver Program is a person-centered, community-oriented approach to deliver supports for people with intellectual and developmental disabilities (IDD). The DD Waiver program provides an array of residential, in home, community, employment, therapeutic and family support services for children and adults. DD Waiver services are intended to add to, not replace, other supports a person has like medical services through New Mexico’s Medicaid State Plan, natural supports and other community services.

The CDD Supports Waiver program provides a Community Support Coordinator (CSC) for Medicaid Support Waiver participants of all ages as they manage their budget and plan for services. Supports Waiver services include assistive technology, customized community supports, employment supports, environmental modifications, homemaker/personal in-home care, non-medical transportation, respite, and vehicle modification. CSCs clearly explain the Support Waiver process, provide guidance as participants develop and implement their plan and budget, teach participants how to use computer systems and complete paperwork, help participants make informed decisions and troubleshoot issues.

Mi Via, which means “my path,” “my way” or “my road,” is a Medicaid waiver service designed to assist participants with intellectual and developmental disabilities (I/DD) in managing their own services and supports. Mi Via is about participants choosing self-direction over home and community-based services, supports and goods within their approved plan and budget. Upon meeting medical and financial eligibility for Medicaid waiver services, a participant may choose Mi Via. UNM Center for Development and Disability (CDD) Mi Via Consultants program provides consultant services for Mi Via participants of all ages as they self-direct their plan for services and budget. Mi Via Consultants work with participants to clearly explain the Mi Via process, listen to needs, find options, and help participants make informed decisions. They provide guidance, support, and assistance as participants develop and implement their plan and budget, and teach participants how to use the computer systems and complete paperwork, trouble-shooting any issues that arise.
